Volodymyr Zelenskyy stated on October 27 that Ukraine has received indications Moscow is preparing for a trilateral negotiation meeting in Abu Dhabi. The assessment follows a series of diplomatic contacts involving European leaders and Russian President Vladimir Putin.

Zelenskyy told journalists that a briefing took place in Oslo regarding the agenda for the November talks. Participants in that briefing intended to align their positions before speaking with Putin. The planned meeting involves technical teams from Ukraine, Russia, and the United States.

European partners contacted Putin on the morning of October 27. They presented a unified stance and reviewed his perspective. Zelenskyy reported that these partners conveyed a sense that the Russian side is serious about holding the session in Abu Dhabi.

The proposed agenda includes initial de-escalation measures. Specific topics listed by Zelenskyy cover energy infrastructure, maritime issues, and the exchange of prisoners of war. The teams also plan to discuss the format for a future leadership-level summit.

Zelenskyy noted that the agenda is a Ukrainian priority list discussed with American counterparts. Security guarantees remain a central demand for Kyiv. He said Ukraine has formally requested these guarantees from American and European allies.

Russia has raised a similar requirement, asking for security assurances of its own. Zelenskyy described this mutual demand as the current state of knowledge. He added that the timing of the early November meeting depends on the American side.

The tone of the diplomatic exchanges appears mixed. During a phone call with Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre, Putin reportedly focused almost exclusively on the initial causes of the conflict. He did not prioritize discussion on ending the war.
