Investigations into freight theft in Chicago have expanded beyond immediate suspects to include the resale networks that monetize stolen goods. Raul Aguilar, head of law enforcement partnerships for North America at retail crime intelligence firm Auror, explained how digital records assist these efforts.

Aguilar stated that offenders often commit multiple crimes across the country. "We’ve seen offenders that can have 20, 30, 40, 50, 60 events across the country," he said. The platform allows participating retailers to document thefts, including descriptions of suspects, vehicles, and weapons. This data helps identify connections between incidents that might otherwise remain separate. The intelligence is shared with Cook County Sheriff's Commander Michael Ware and other investigators.

Aguilar noted that law enforcement agencies often operate in isolation, delaying the sharing of critical information. "And unfortunately, there’s silos in law enforcement and that information does not pass in an expeditious manner," he said. While the software provides leads, police must still gather physical evidence to prove criminal conduct.

A separate investigation into Future Fashion in Brighton Park illustrates this process. A Victoria’s Secret representative reported seeing unreleased products in the store. Investigators used an undercover officer to sell items to the business and later buy them back. During a search, retail representatives helped distinguish stolen goods from legitimate purchases. The owner and an employee were charged with theft of more than $10,000 and continuing a financial crime enterprise. Both are presumed innocent.

Aguilar previously led a national initiative for Homeland Security Investigations. He described cargo theft as a mix of opportunistic break-ins and targeted fraud. Some thieves use cyber-enabled methods to track valuable shipments. Stolen merchandise, such as iPhones, is often shipped overseas. "Hundreds of thousands of dollars of iPhones are being stolen across the country and then shipped overseas, which then fuels that transnational criminal network into other potential drug, weapon violations, etc., etc.," Aguilar said.

Regarding data privacy, Aguilar emphasized that Auror is a software provider rather than a surveillance firm. Retailers own their data and decide when to share it with law enforcement. These records allow investigators to trace the flow of money from theft to profit. A sheriff's official described the suspects involved in recent cases as having "tentacles everywhere."
