Federal authorities have formally charged Louise Lucas, a prominent Virginia state senator, with racketeering and a money laundering conspiracy. The Justice Department announced the indictment on Thursday, just twelve days before the midterm elections. Lucas, who is eighty-two years old, surrendered to officials in Norfolk, where Attorney General Todd Blanche and FBI Director Kash Patel held a press conference to detail the case. She is currently in custody alongside six other individuals, including family members.
The charges stem from a corruption investigation involving a cannabis business that Lucas co-owns. Prosecutors allege that the group used various business entities to disguise the proceeds from illegal marijuana distribution. The indictment further claims that Lucas utilized her position in the state senate to shield the enterprise from criminal scrutiny, prioritizing her own financial interests over her duties to constituents. Blanche emphasized that the department does not engage in political paybacks and invited the public to review the charging document. He stated that Lucas violated the trust of the people of Portsmouth and Chesapeake.
The timing of the announcement has drawn significant attention. Federal agencies have historically avoided taking major investigative steps against political figures so close to an election. Although Lucas is not up for reelection this year, she maintains strong ties to other prominent Democrats who are on the ballot. Virginia Governor Abigail Spanberger stated that the timing undermines the Justice Department’s longstanding policy and erodes public trust. Spanberger, who has read the charging document, reaffirmed the presumption of innocence and noted that Lucas and her family deserve the opportunity to present their defense.
Lucas has maintained a defiant posture since the investigation began. In a statement on social media, she described the action as the full weight of the federal government being wielded against an eighty-year-old great-grandmother. She recalled growing up under Jim Crow and vowed that she would not be intimidated or silenced by those in power. During an intercepted phone call in February, Lucas allegedly told an unindicted co-conspirator that the venture represented their last chance at generational wealth, adding that she had gotten too old to not be greedy.
The investigation predates the current administration, with federal agents searching Lucas’s office and the Cannabis Outlet in May. Lucas, who has been a state senator for thirty-four years, is a frequent critic of President Donald Trump. She has served as the chair of the Senate Finance and Appropriations Committee, making her one of the most powerful politicians in the state. In recent years, she has been a leading voice in Virginia’s redistricting efforts, a Democrat-led initiative to counter Republican redrawing plans.
Lucas’s political career spans decades. She became the first Black woman elected to the Portsmouth city council in the 1980s and later became the first woman and first African American to serve as the Senate’s president pro tempore. Before her political rise, she worked as a shipfitter at the Norfolk Naval Shipyard, a role that involved making and repairing large metal assemblies for vessels. In recent years, she has also served as the CEO of a local business providing services for adults with intellectual disabilities.
The Cannabis Outlet, opened in 2021, sells legal hemp and CBD products. While Virginia has legalized possession of marijuana, retail sales of recreational pot remain illegal in the state. Local media have scrutinized the store for allegations that some products were mislabeled. Lucas has long been a backer of marijuana legalization and views the store as part of her broader advocacy. The case now moves toward the legal process, with Lucas and her legal team preparing to respond to the federal charges.
